Foundation Learning

Foundation Learning (previously named the Foundation Learning Tier) is a learning platform available for all learners working below level 2 and over the age of 14. Learners complete level 1 and Entry level QCF qualifications.

The levels of learning are as follows:

  • Level 3 (Advanced level)
  • Level 2 (GCSE level)
  • Level 1 (National aim for Year 7 pupils)
  • Entry Level 3
  • Entry Level 2
  • Entry Level 1

With Foundation Learning, learner's participation, achievement and progression are increased and enhanced through personalised learning programmes aimed to enhance work and life opportunties upon completion.

Providers are encouraged to work together to deliver level 1 and Entry level learning programmes and to then identify local and regional progression routes for the learner. Foundation Learning is one of four 'pathways' of provision that learners are entitled to:

  • Full level 2 progression
  • Apprenticeship/work based
  • Foundation Diploma
  • Independant living/supported employment

Functional Skills

Functional Skills in English, Maths and ICT are academic credit based qualifications that show learners can apply their academic learning in real life contexts. From 2010, the functonal skills standards will form a significant part of the new English, Maths and ICT GCSE specifications.

Functional skills are an integral part of the Foundation Learning and Apprenticeship pathways and will be a replacement for key skills qualifications from September 2010.
